Mr Andrews said more than 26,500 tests were conducted over the past 24 hours.
He warned against thinking that a corner had been turned because the number of new cases had fallen.
"We had a very big day Friday, we then had a substantial drop-off, even though we had done more tests," Mr Andrews said.
"This shows you that it is a wicked enemy. It is unstable and until we bring some stability to this, we won't be able to talk about a trend."
He said the government was watching "every regional case very, very closely", but there was no advice as yet on changing the restrictions in regional Victoria.
Updated case figures for each municipality should be released later today.
