Nearby local government areas have not been as fortunate, with a new case recorded in Campaspe and Macedon Ranges Shire's on Sunday.

The new case is Macedon Ranges' only active case, having recorded 10 cases all-time.

In Campaspse, its new case is also its only active case, with six cases recorded since the pandemic took hold in mid-March.

Greater Melbourne and Mitchell Shire residents have been ordered to return to stage 3 stay at home restrictions, with police manning major roads in and out of those areas.

In the past 24 hours, Victoria Police issued 119 fines to individuals in relation to breaking the Chief Health Officers' directions.

More than 17,000 vehicles have been stopped across vehicle checkpoints on main arterial roads, while 1086 spot checks have been conducted at people's homes, businesses and public places statewide.

Macedon Ranges' first virus case in weeks could be linked to a team member at Coles' Woodend supermarket testing positive for COVID-19.

A number of team members who worked in close contact have also been asked to self-isolate and Coles will continue to work with state authorities to finalise contact tracing.

Coles published a statement on its website, confirming the positive case at its High Street store.

In a statement published on Coles' website, the supermarket giant said its standard cleaning procedures comply with the Federal Government's COVID-19 Hygiene Practices for Supermarkets, and an additional deep clean of the store was arranged.

Consistent with prior practice, the store, located at 59-61 High Street, Woodend, will continue to trade and the risk of transmission for customers and team members is very low, the statement said.

Macedon Ranges Shire borders Mitchell Shire, which has 11 active COVID-19 cases.

273 new cases of coronavirus were reported on Sunday, with the total number of cases now at 3799.

There are 562 cases that may indicate community transmission, with 1484 cases currently active in Victoria.

57 people are in hospital, including 16 in intensive care.

Premier Daniel Andrews has issued a plea to all Victorians to follow the latest lockdown rules, as the state recorded 273 new cases and another death.

He said health authorities could not contain the virus on their own, with those in locked-down areas urged to limit their movement.

"We need every Victorian to acknowledge that you are on the frontline. Don't leave it to nurses and doctors to be the last line of defence," Mr Andrews told reporters on Sunday.

"We all need to make smart choices for ourselves and each other. That is the only way we will stabilise these numbers and drive them down."

Mr Andrews confirmed a man in his 70s died from the virus overnight, taking the state's COVID-19 death toll to 24.

Premier Daniel Andrews also said the majority of Victorian school students would return to remote learning from July 20, until at least August 19.

The arrangement will apply to those in Prep to Year 10 at government schools, who live in areas under stage 3 restrictions.

Mr Andrews said he expected Catholic and independent schools to also return to online learning when classes resume.

Senior secondary students, year 10 students who study VCE subjects and those who attend specialist schools will head back to the classroom for face-to-face learning from today.

Students in regional and rural parts of Victoria, except for the Mitchell Shire, will also return for term three as planned.
