Three new cases were reported on Thursday. This brought the total number of cases across all time to 13, and active cases to four.
But Friday's statistics revealed just 12 cases across all time in Greater Bendigo, and three active.
COVID-19 data regularly changes for local government areas, as cases are reclassified, or found to be duplicate tests.
Among the cases diagnosed are a Bendigo Health worker and a City of Greater Bendigo staff member.
Case numbers are subject to change, as Department of Health and Human Services contact tracers follow up cases and analyse data.
"Reclassification can occur for a variety of reasons including the initial recording of incorrect residential address details, duplicate notifications for the same person - as notifications may come both from pathology labs and the treating doctor - and the recording of interstate cases," a department spokesperson said.
Bendigo Health chair Bob Cameron warned on Friday morning that community transmission was taking place in Greater Bendigo.
Bendigo's change in case numbers followed a record high in Victoria's reported cases.
The government announced an increase of 288 cases, after tightening restrictions for metropolitan Melbourne and the Mitchell shire in response to a case spike.
