Only the first two stages of the council's five stage masterplan received funding in the 2020/21 Budget.

The demolition of the cream brick pavilion and construction of updated male and female change facilities is not funded in council's most recent Budget.

Member for Bendigo West Maree Edwards said the facilities at the oval have been in a terrible state for a long time.

"The change rooms and toilet facilities at the soccer pavilion in particular are atrocious," Ms Edwards said.

"The project is now in the hands of council to progress it to the point where they can apply for state government funding."

City of Greater Bendigo chief executive Craig Niemann said the cost of the unfunded portion of the plan, which also includes renewal of the main oval surface and repurposing a separate brown brick pavilion, is in excess of $6 million.

Removal and replacement of the turf wicket and construction of a retaining wall between the cricket practice nets and netball courts is already funded.

"The City will require funding support from other levels of government to undertake the unfunded stages," Mr Niemann said.

Golden City Soccer Club president Sean Tomlinson said the upgrades are much needed.

"Being a winter sport and sharing the facilities with the footy club, the growth of both clubs, particularly in women's sport has meant the current facilities aren't fit for purpose," Mr Tomlinson said.

Federal member for Bendigo said the time is right for this upgrade, given many competitions have cancelled their 2020 seasons.

"This season should be used to get the pipeline of work done on our local sports facilities," Ms Chesters said.

"The upgrade here has been on the cards for more than a decade.

"It is on council's priority list and now on my priority list."

The proposal has never applied for federal funding, Ms Chesters said.
