More than 40,000 homes in Marong and Bendigo will get their supply of compostable kitchen caddy liners between July and September.
It comes after changes to legislation mean some items cannot be put in the recycling bin.
Residents will receive a brochure detailing recent changes to recycling as a reference guide.
City of Greater Bendigo Resource Recovery and Education Manager Brooke Pearce said the new caddy liners would look different, because the COVID-19 pandemic meant council had been unable to secure its usual brand.
Ms Pearce said the new liners were still made from corn starch and vegetable oil, and would work just the same.
She said residents should store the liners in a cool, dark place, because they were designed to break down.

Ms Pearce urged residents to avoid using plastic bags in their organics bin, because they would contaminate the organic waste bins.
She said residents must use only caddy liners supplied by the city.
Ms Pearce said if residents ran out of caddy liners before their new roll arrived they could call the council to get a small carry-over pack.
She said residents had generally adapted well to Bendigo's three bin system, but some people were still placing food and garden waste in their general bin.
