Emergency services were called to Sandy Creek - Barnadown Road, near Old Stock Route Road, about 9.45am.
One of the two utes involved had rolled onto its roof.
Paramedics took a man in his 20s to Bendigo Hospital in a stable condition with neck and shoulder injuries.
A Mobile Intensive Care Ambulance treated a woman in her 20s for shock at the scene.
She was taken to hospital for further assessment.
Police are investigating the cause of the crash.
Bendigo Acting Sergeant Anthony Johnson said the two utes were heading in a northerly direction along the road.
"At this stage it's unclear how the collision has happened," he said.
"It appears the front vehicle has either tried to conduct a right-hand turn or do a U-turn, and the vehicle coming behind has collided into them, causing the front vehicle to roll and end up on its roof."
Acting Sergeant Johnson believed the female patient was pregnant.
A section of Sandy Creek - Barnadown Road was closed as emergency services responded.
Ambulance Victoria, Victoria Police, CFA and SES units attended the scene.
