Minister for Roads, Road Safety and the TAC, Jaala Pulford said the state was in a position to safely resume testing.

The resumption of testing will be staged, with VicRoads to contact those whose appointments were postponed due to COVID-19 to re-book tests as a priority.

VicRoads will contact customers in the order of cancellation.

More than 100,000 licensing appointments were postponed due to COVID-19, including 55,000 drive tests.

Tests have been suspended since March 25.

New appointments won't be available until the backlog of postponed tests are cleared.

Bendigo All Pass Driving School owner Tony Barber has been offering lessons for the past four weeks. With no testing in sight at the time, things were somewhat quiet.

"I suspect we'll be busy," Mr Barber said following the government's announcement.

He expected might be some time before new appointments became available - something the government itself acknowledged.

"It will take a little bit of time to get through the list of those waiting to take a test," Ms Pulford said.

"We've got a plan for doing this safely and as quickly as possible and are grateful for everyone's continued patience."

VicRoads intends to hire more than 200 new staff to help work through postponed appointments.

Testing will resume at all VicRoads testing locations.

Six temporary licence testing sites will be established throughout the state to increase testing capacity.

Vehicles used in tests will have to be cleaned, under measures outlined by Victoria's chief health officer.

Provisions to enable testing to safely recommence also include the use of disposable seat covers.

The chief health officer's measures include "proper comprehensive hygiene for applicants, instructors and testing officers."

VicRoads has approved more than 2700 licence tests for people who would have faced undue hardship from not having their learner permit or licence since testing was suspended.

This option would continue until the availability of new appointments returned to normal, the state government advised.

"We know how important it is to have a driver's licence, especially for young people who need it for work or study," Ms Pulford said.

The government strongly encouraged people to complete their VicRoads transactions online and not to visit VicRoads customer service centres unless their matter was urgent.
