Plans to further postpone until July prompted questions from the pool's committee, with its lease expiring this month.
Fire damage saw a four-year reprieve for the pool floated in March, a month earlier than expected.
Councillors decided to delay a decision until June to enable further stakeholder engagement.
The city last week invited community feedback on a discussion paper outlining five options for a Golden Square Recreation Reserve master plan.
The Golden Square Pool had a future in some of those options, but not others.
Community feedback was due to close on the same day the council reconsidered the pool decision from March.
City of Greater Bendigo active and healthy lifestyles manager Lincoln Fitzgerald said the city intended to provide an update at the June meeting.
But it would be seeking to take the master plan - "and, therefore, a decision on what's going on at the site" - to the July meeting.
Mr Fitzgerald said the city needed more time to take into account feedback on the master plan discussion paper.
What came before council in July would be a recommendation regarding the final master plan, not just the pool.
"It's best to have the decision regarding the master plan made so we know what the long-term investment is," Mr Fitzgerald said.
He said the outbreak of COVID-19 affected the city's plans for a second round of community engagement on the master plan.
The master planning process has been ongoing for some time.
"We want to go through pretty rigorous engagement on this. We didn't want to rush the consultation," Mr Fitzgerald said.

Asked whether a couple of weeks was sufficient for the latest round of engagement, Mr Fitzgerald said: "We're comfortable with the time period we've allowed."
The city was also comfortable about having provided options without some indication of how much each would cost, and how much it was willing to spend.
"The information we need from [user groups] is around how does it function for them as a club, how does it cater for their future growth, pros and cons," Mr Fitzgerald said.
The master plan would be undertaken in stages.
Mr Fitzgerald said a delaying until July shouldn't impact on the Golden Square Pool's next season, "if the pool continues".
"We can still undertake the repairs prior to the following season and we can still give them tenancy," he said.
Mr Fitzgerald said the city would either put the pool committee's lease into overholding, or issue another agreement to give them tenancy during that time.
There was no intention to deprive the committee of access to the site.
Pool committee president Sam Kane welcomed the clarity on when a decision would likely be made.
He said the committee had been wondering how a decision would be reached in June.
"We've had some brief discussion with council about what it means for our current lease," Mr Kane said.
The committee was looking forward to having written confirmation from the council about what that was going to look like.
"Our volunteers have been increasingly asking questions about how the building works could be achieved before this summer season starts in November," Mr Kane said.
"We would be hoping there's a clear outline and plan of action for how that building will be restored or some temporary arrangements for our operation, if that can't occur"
Mr Kane said having certainty about the future of the recreation reserve in July would be welcome for the whole precinct.
A number of user groups have been waiting on a decision to progress plans for their own facilities and accommodate growth, especially in women's and girl's sports.
