Clubs were given the option by the BASL board to withdraw from the 2020 season without penalty.
Four Bendigo-based clubs - Epsom, Golden City, Spring Gully and Strathdale - are confident they will field teams in all four senior grades - division one, division two, women and youth.
Eaglehawk president Ben Pengelly said the Hawks would endeavour to field teams in all four senior grades.
"We'll do our best to get teams in all four grades, but I certainly can't guarantee it,'' Pengelly said.
Colts United president Perrie Mitchell confirmed the Strathfieldsaye-based club would participate in the 2020 season.
"Our goal is to get as many players back on the park as we can,'' Mitchell said.
After declaring at the start of the year it would not field a division one team, Mitchell said it was still possible Colts could field a team in the new-look division one competition.
After competing in the league for the first time in 2019, La Trobe University is expected to field teams in division one, division two and women again in 2020.
The four Shepparton-based clubs - Shepparton, Shepparton South, Shepparton United and Tatura - are not as positive about the 2020 season.
All four clubs are weighing up their options this week.
Shepparton South president Gino Cirillo said the strict COVID-19 safety protocols made it tough for community clubs to run training sessions and matches.
"We as a club probably won't be in a position to field all four teams,'' Cirillo said.
"To be fair to our members and sponsors, we need to be proactive and try to get some teams in.
"We might have to bring up three or four of our under-18 players up to play seniors.
"We'll try to get a couple of senior teams in, but our first priority is the safety of our community.
"We have a couple of coaches that are over the age of 60 and we don't want to put them at risk."
Shepparton United president Mark Georgiou said his club was likely to make a final decision by the end of the week.
"To put all the work in and not have crowds is a difficult one,'' he said.
"All the players probably want to play, but you have to wonder how worthwhile the season will be when the season is going to be so condensed.
"We'll talk to our key pillars and see what they have to say."
Swan Hill, which traditionally fields teams in division two, women and youth, was waiting on further information from Football Federation Victoria in regards to registration fees before making a decision on its involvement in 2020.
Moama-Echuca Border Raiders representatives were not available for comment.
At the start of the year, prior to the COVID-19 pandemic, Moama-Echuca indicated it would not field a team in the division one competition.
If eight teams enter the division one and women's competitions the league could fixture a 14-round championship season where everyone plays each other twice.
Allowing an extra week to start the season, a round one start on July 5 would have round 14 scheduled for October 4.
A top-four finals series could be played over two weekends, with first playing fourth in one semi-final and second versus third in the other semi on October 11.
The two winners would clash in the grand final on October 18.
"We'll take team entries on what clubs are comfortable putting forward based on everything that is going on,'' BASL president Aaron Shooter said on Thursday.
"We'll put together a recommended season based on those numbers. The number of rounds etc will be determined by what position clubs are in."
