Billy-Jo Salter, 22, appeared at Shepparton Magistrates' Court on Monday for a filing hearing.
The Tallygaroopna resident is charged with dangerous driving causing death, careless driving, destruction of evidence, perverting the course of justice, failing to drive completely within a marked lane, making a threat to kill, making a threat to destroy property, assault and unlawful assault.
Mr Meadows and his guide dog Gerry died while walking along the Calder Highway on the morning of June 2 last year.
Charge sheets obtained by the Bendigo Advertiser show Mr Salter is accused of destroying or concealing a memory card that same day, knowing it was likely to be used as evidence in a legal proceeding and doing so with the intention of preventing that.
The charge of careless driving allegedly occurred on June 2, as well.
Mr Salter is also accused of committing an act "which had the tendency to pervert the course of justice" between June 12 and June 30, 2019.
It is alleged the assault offences, threat to kill and threat to destroy property also took place during this time.
Mr Salter will appear in the Bendigo Magistrates' Court at a later date.
