The plan is focused on getting Victoria back to work and back in business.
"Victoria lost 127,000 jobs last month," Mr O'Brien said.
"We need to get Victoria back to work and back in business."
A freeze on council rates, waiving payroll tax below the $10 million threshold and a $1 billion fund to encourage Victorian manufacturing are part of the Coalition's plan.
Mr O'Brien said this is not a plan for the next election, it is a plan for now.
"Victorians can't afford to wait two years for these ideas to be implemented," he said.
"For the state to grow and flourish we need more Victorians in jobs and to bring manufacturing back to Victoria.
"We need to get this state going again."

Member for Ripon Louise Staley said commercial bakery True Foods is a regional manufacturing success story.
"True Foods has significant employment, exports and delivers Australia wide." Ms Staley said.
"This is exactly the kind of business we need to see more of, to get more jobs and the economy moving in Victoria.
The Coalition's plan focuses on four key themes.
Within these are proposals to reduce Victoria's elective surgery waiting list, fast track the implementation of the Container Deposit Scheme and reduce homelessness and family violence.
