The 27-year-old man pleaded guilty in the Bendigo Magistrates' Court on Friday. He admitted to two charges of recklessly causing injury.
The court heard about 11.30pm on June 15 last year, the man drove into the Victoria Hotel car park in Eaglehawk.
He got out of his silver Ford Falcon and walked towards a group of people while holding the handle.
The court heard he said to one of the witnesses, "Where does the dog live?"
He then lunged at the victim with the handle, striking their left cheek.
The pair struggled and fell to the floor, where the handle fell out of the man's hand.
The court heard a witness kicked the handle away from the pair, but the accused stood up from the scuffle and picked up the weapon.

The 27-year-old returned to his car and rummaged around in it before walking away from the scene.
The court heard paramedics attended the hotel and treated the victim, who was bleeding from the cheek.
Police were called to the scene and saw a man walking back towards the car park. Witnesses identified the man and he was arrested.
The court heard he told police he was coming back to collect his car keys.
The 27-year-old was conveyed to the Bendigo Police Station where he provided a no comment interview.
Police assessed the crime scene and found his car keys. The weapon was not located.
The court heard then about 8.30pm on February 16 this year, the same man was in a car with his partner when a verbal argument started.
The argument continued into their home and he attempted to take the phone out of his partner's hand.
When she wouldn't give it to him, he headbutted her in the head. The court heard there was no visible injury to the woman although she did report being in pain.
The woman walked into a bedroom and picked up their one-year-old child.
The man followed her into the room and punched her in the mouth. She sustained an injury to her upper lip and her gum began to bleed.
Defence lawyer Robert Southgate told the court the couple were still in a relationship and she was in court to support the accused.
Mr Southgate said the man was still young and would be able to engage in programs to improve his behaviour.
Police prosecutor Courtney Hughes said the offending was very serious and that a community corrections order would not be a sufficient penalty.
Magistrate Patrick Southey said the offending was "outrageous" and "completely intolerable".
He sentenced the man to three months in prison. Mr Southey said he could have received a 12-month jail term if he had not pleaded guilty.
"I get the impression you are taking these allegations very seriously," Mr Southey said. "But I need to send a message to you and also others.
"Prison is the only appropriate sentence. Upon your release, hopefully you will take steps to get some help."
