It is proposed the 110-room Mantra hotel will be located in the empty Thomas Jewellers building in Bendigo's central business district.
Bendigo Hotel Investments' Ben Tzirkas says an in principle agreement has been reached with the City of Greater Bendigo to provide car parking access to hotel guests.
Car parking will be available from existing public multi-deck car parks throughout the CBD, with hotel guests granted 24/7 access.
Mr Tzirkas says about 100 car parks will be made available to guests.
"Guests will have a swipe card to enter be able to park in any available space," Mr Tzirkas said.
"There are no reserved spaces for guests."
An updated facade design reveals a building that has shifted from a darker brick and brown tone to a limestone colour, with red pressed brick at street level.
The public consultation phase of the project will commence soon.
"Hopefully the local community is supportive of the project and construction can begin early next year," Mr Tzirkas said.
The hotel is expected to open in mid 2022 and Mr Tzirkas hopes by then, the coronavirus pandemic will be a distant memory.
"Hopefully there will be a push for people to travel to the regions rather than internationally and if that is the case then this hotel will open up at the right time," he said.
