Mr Andrews said the CCC would operate initially until September 30.
"We need the government and the public service to be as fast and agile as possible. And that's exactly what these new arrangements provide," the premier said in a statement.
He said ministers involved in the CCC had been sworn into new portfolios with responsibility for leading all COVID-19 response activities in their respective departments.
They would also retain their existing portfolio responsibilities.
Mr Andrews said the full cabinet would continue to meet each week to "manage the general business of government."
