All light vehicle drive tests and computer-based tests will be suspended for a month, from today.
VicRoads is also halving counter service at customer service centres to allow for social distancing.
Department of Transport head of transport services, Jeroen Weimar urged people with registration or licensing needs to check whether they could avoid attending a customer service centre by using the VicRoads website.
Three-quarters of VicRoads transactions could be completed online.
The department is exploring further changes to reduce the need for people to use VicRoads customer service centres during the coronavirus pandemic.
It has flagged the potential for medical review driving assessments, all light vehicle drive tests and computer-based tests to be suspended for more than a month, if needed.
"I understand this will be frustrating for those impacted," Mr Weimar said.
"I thank everyone for their patience during this unprecedented time."
VicRoads was in the process of determining an exceptional circumstances process for special needs cases, such as primary care givers.
More information would be made available "in the coming days"
"These temporary changes are an important way to keep all our customers and staff safe," Mr Weimar said.
VicRoads would be contacting everyone affected by the changes directly.
The department said the VicRoads customer relations team had been "enhanced" so urgent matters were dealt with as quickly as possible.
Heavy vehicle assessments and motorcycle assessments would be continuing.
