The 2020-2024 strategy comes as the pool's management team and City of Greater Bendigo staff work togther to decide the pool's future.
In 2018, Bendigo councillors voted unanimously to keep the pool open for two more years.
That lease expires in June but Golden Square Pool president Sam Kane and his team are getting on the front foot to show what the future could be.
"What we're now doing with the City of Greater Bendigo is working closely with them to determine what the future is," Mr Kane said.
"Over the past two years we have been open to working in collaboration (with council) for the best outcome and we are hopeful we will be able to continue.
"We're hopeful to get a notification soon as to what the future might look like."
Mr Kane said the pool's committee worked on the long-term strategy for a year.
"We have been wanting to put out a long-term strategy for the past year and have been working on it over that time," he said.
"We really wanted to do a good analysis and overview of what we want to achieve and what projects we would like to undertake.
"Things need to be sustainable and we were thrilled to release (the strategy) to show we're not just in the game of running this pool for one or two years at time. We're committed to the future and have a plan that we can implement once a long-term decision is given.
"This document gives a grounding and guidance to implement our vision and show the community that if we remain, they will see a commitment."

The pool's summer season finished this week with visitor numbers consistent at the venue since 2018.
"We're still finalising numbers but it's looking to be consistent at around 18,000 (visitors during summer)," Mr Kane said. "For us one of big (highlights) was membership increasing by 30 per cent to 450 members this summer.
"We also saw an increase in schools coming to the pool for lessons, fun days and carnivals. About 6100 students visited over summer.
"To see steady increases in those, it shows the pool is serving a purpose and that people really see the value of having pool in Golden Square for health and well-being."
Mr Kane also highlighted the volunteers' efforts and said they are excited for the future.
"Our volunteers feel enormous privilege to run this pool since we saved it," he said. "We're not ready to give up.
"The strategy highlights our ability and capacity to be here long into the future and we're excited for the possibilities of what the future might hold."
