A RESIDENT of Epsom's Barlow Hills Estate wants action on the amount of rubbish escaping building sites in the area.

Carly Papst, who moved to the area in October, said the rubbish being blown into bushland next to Callaghans Road had "escalated considerably".
She said the number of open skip bins in the area added to the problem.
"I'm not sure which site (the rubbish has come from)," she said. "One builder has put a strip at the bottom of (the temporary) fencing so rubbish is contained.
"It's quite open out here, so when the weather picks up if a skip bin is near full or stuff hasn't been put in, the wind whips it straight into the bushland.
"I noticed it because it was such a beautiful bushland and now there is rubbish everywhere. I contacted the developer and (asked) who is responsible for cleaning it at the end of the day."
Ms Papst said the park surrounded the whole estate, which was why she moved out there.
"There are lots of walking tracks through that bush area and a horse riding centre on the corner that have tours that go through the park and scrub-land," she said.
"Someone needs to be accountable for it. I don't know whether the builders need more frequent skip bin collections. We had two skips bin for six months (during our build). If it was bursting it got a change but we were still picking up rubbish of our own."

A City of Greater Bendigo spokesperson said its local law officers would look into the matter.
Council's local law number 11 says the owner, builder or appointed agent must "ensure that builders' refuse is not deposited in or on any land or part of the stormwater system" while building work is being carried out.
"On any land where building work is being or has been carried out, the owner, builder or appointed agent must remove and lawfully dispose of all refuse," the local law reads.
Builders must provide a facility for the purpose of disposal of refuse and also "empty the facility whenever full and if necessary, a replacement facility should be provided during the emptying process".
