Flooding has never previously occurred on the land but council officers say that could change if two stages of levee earthworks get a planning permit at Tuesday's Central Goldfields Shire meeting.
The new sections along the Pyrenees Highway were triggered by "one in one hundred year" floods that inundated hundreds of homes and displaced hundreds of people in 2012.
Several other rural properties could see extra flooding in the right conditions, should the levees go up.
"Clearly this is not ideal," council officers have reported to administrators.
"Appropriate arrangements will be made to compensate for additional flooding."
The officers have recommended administrators approve the council planning application for the earthworks, which will have an average height of about a metre.
