Mangan has years of experience with the Braves, having played all of her junior basketball with the club.
"I cannot wait to pull on the blue and gold and represent a club that promotes such a healthy team atmosphere and strong relationship with our community," she said.
"I am excited to get back on the court and work for our team, club and supporters."
The season will be Mangan's third with the senior team and second on the full-time roster.
Braves women head coach Mark Alabakov said Mangan always gave "all-out effort" on the court.
"Every successful team has that effort-based competitor that has the ability to blend a blue-collar work ethic with great enthusiasm and likability on and off the floor. It's those things that make her an important addition to this year's team and the culture we are going to continue to build," Alabakov said.
"She's respected and well-considered by her teammates for her team-first mentality and the physical presence she brings to both ends of the floor. We're really happy to re-sign Jess for the 2020 season."
Mangan was also named in the CBL All-Star 5 for her top performance with Kyneton.
Mangan is one of five players confirmed on the 2020 women's roster for the NBL1 season.
- Cassidy McLean
- Abbey Wehrung
- Tessa Lavey
