The hub will be a single point of contact for the region's services and was a key recommendation of the Royal Commission into Family Violence.
The services could include family services, specialist family violence services and programs for men who use violence.
State government agency Family Safety Victoria has asked for permission to alter the front of the central Bendigo building, along with a fit-out to the ground floor and level one.
Orange film will cover windows on the ground floor and new security doors will be installed, according to an application that has gone before the City of Greater Bendigo planning department.
Other Orange Door hubs already in operation include those in Geelong, Frankston, Morwell, Swan Hill, Mildura and Heidelberg.
New hubs have also been flagged for Ballarat and Shepparton.
