The Mount Alexander Shire made the same declaration last month, with the plan to reach zero net emissions by 2025.
Maryborough resident Tony Macer organised Saturday's rally because he was worried about the state of the planet.
"As a grandfather, I have been really concerned about the uncertain future for my grandchildren," Mr Macer said.
"Having been a teacher for more than 40 years, I am also very concerned about the future for all my students.
"Listening to the well-informed science and current developments around the globe, I decided as a grandparent that I had to do something different."
Mr Macer has met with members of federal parliament and participated in the student-led climate change protest in Melbourne last year, where more than 150,000 people rallied in the city streets.
He said all three levels of government should declare a climate emergency.
"The knowledge of carbon emissions would then underpin every policy or decision that each level of government would make," he said.
"That would force government to consider backing the renewable energy industry to provide business confidence to develop renewables."
Mr Macer said he already discussed his cause with the Central Goldfields Shire.
"Clearly a declaration of a climate emergency in the Central Goldfields Shire will be pursued vigorously and in a cooperative way," he said.
"The Shire's support has been great all the way through, as has the support of the Goldfields Sustainability Group who have backed me 100 per cent."
Mr Macer said the Maryborough community would continue to push for climate action.
He said there would be a public screening next month of the film 2040, which looks at new solutions to climate change.
