While the councils are yet to commit to financial donations, many have stressed they would support the East Gippsland and Towong Councils.
Thousands of people have evacuated eastern Victoria after Premier Daniel Andrews declared a State of Disaster on Thursday.
Two people have been confirmed dead and almost 30 people are missing.
"The city is currently considering how it can provide support, particularly from a staffing perspective in emergency management support and recovery roles," a City of Greater Bendigo spokesperson said.

"In regards to financial support, this decision will require council consideration and council will resume meeting later this month."
The Macedon Ranges Shire would also make a decision at its next council meeting.
"Macedon Ranges Shire Council does not have any discretionary funding to provide a similar donation at this point," the shire's chief executive Margot Stork said.
"This would be a decision of council and council stands ready to consider all requests for assistance and to support those councils being affected by the fire crisis."
Loddon Shire interim chief executive Allan Bawden said the region's councils were waiting on advice from the Municipal Association of Victoria.
"The fire down there is devastating," Mr Bawden said. "The council hasn't had the chance to discuss it yet but I have spoken to staff and the Mayor about what kind of support we can give.
"At the moment, the Municipal Association of Victoria is talking to impacted councils to see what kind of staff assistance they will need in the coming weeks and months.
"The MAV will coordinate what each council needs and put a word out to the other councils.
"Until they get a handle on it, we're not sure what we can give."
Mr Bawden said the councils could provide a range of different services to affected communities.
"Sometimes they need extra assistance in terms of back-fill staff," he said. "They may need help in relief centres, help with environmental health officers to work with businesses, or building inspectors to help inspect building damage.
"We will be willing to help out where we can."
