Bailey Richard Hogan-Jones appeared in the Bendigo Magistrates' Court on Thursday.
He pleaded guilty to culpable driving causing death, committing an indictable offence while on bail, and driving an unregistered motor vehicle.
Nukyah Gunthorpe was killed when the car in which she was a passenger crashed into a stationary truck on Somerville Street on December 17.
Ms Gunthorpe's family and friends were in court on Thursday.
Despite the plea being entered, police and Hogan-Jones' lawyers are yet to agree on the facts surrounding the crash.
There was no application for bail.
Hogan-Jones will appear before the County Court in Bendigo in March 2020.
