A planning scheme amendment will come before council during Wednesday's meeting at the Bendigo Town Hall.
If implemented, the amendment would affect new land uses and development proposals on about 320 properties either side of the McIvor Creek in Heathcote.
Greater Bendigo strategy and growth director Bernie O'Sullivan said the proposed changes sought to protect life and property in areas at risk of flooding and ensure up-to-date information was taken into consideration when dealing with development proposals.

Councillors will be asked on Wednesday whether to seek authorisation from the planning minister to exhibit the amendment.
The amendment would then be open to submissions from the public.
The Heathcote Flood Study was delivered in March 2016.
Council resolved in October to undertake a stormwater study in response to a petition.
