The Saints have sorely lacked depth in recent years and Primmer expected the eight signings to help the club move up the HDFNL ladder.
North Heidelberg premiership player Jackson Jones, Ivanhoe's Jackson Bailey and his brother Ryan Bailey from Banyule and Diamond Creek's Jake Battye join the Saints from Melbourne-based leagues.
Newbridge premierships players Billy Price and Will Daly, Mulwala's Sean Robinson and Seymour's Mitch McLean are also on board.
"We haven't stopped yet, but we're happy with what we've got,'' Primmer said.
"We're probably lacking a bit of height, but we'll be quick.
"It's a good start and the best part of it is we haven't lost anyone from this year's group.
"The only one that is doubtful is Luke Bell, who might retire."
The Melbourne-based quartet is headed by Jones who is a goalkicking midfielder.
"Jackson Jones played under Brent Harvey with North Heidelberg which is a really good standard of footy,'' Primmer said.
Robinson, the twin brother of Heathcote key player Damian Robinson, arrives at Heathcote on the back of some impressive form in the Murray Football League.
"I think he's won five club best and fairest awards and represented the Murray league,'' Primmer said of Robinson.
"He can play anywhere, but we'll probably use him as a midfielder/forward."
While he would love to add a key position player to the group before the end of pre-season, Primmer was confident the Saints would improve on this year's eighth position.
"We'll play a brand of footy that suits our team,'' Primmer said.
"We will have more depth and flexibility, so blokes who played this year are going to need to work hard to keep their spot next year.
"If all eight of these players are good enough to play senior footy then it will put pressure on for spots in the senior side. That will make our reserves much stronger as well."
