A car ran over a street sign and mounted the roundabout at Booth Street.
A 46-year-old man failed to negotiate the roundabout in his blue sedan, Senior Constable Lincoln Owens said.
"He's continued dead-straight, gone through the sign, through the roundabout and got lodged on the rocks," he said.
The investigation was ongoing and police had called for an ambulance to assess the man, who would also likely have a licence review, Senior Constable Owens said.
"I've got an ambulance coming just to check him out now," he said.
A CFA crew also attended to clean up car fluid that had leaked onto the road.
Witness Shaun Petty said the car appeared to be going at the speed limit at the time of the crash.
"We used to get a lot of crashes at this intersection, sometimes as many as once a week," he said.
However, there had been less since the roundabout was installed.
