Victorious in the seated trick category at the 2019 International Water Ski and Wakeboard Federation World Waterski Championships for the Disabled, Kelly also achieved a world record score.
He and his Australian team mates were second in the teams category in Norway.
The Australian team included Bendigo's Jason Sleep who was seventh in the seated trick category.
Other finalists for September included dual Richmond premiership player Dustin Martin, who earned second Norm Smith Medal for best on ground in AFL grand final as Richmond beat Greater Western Sydney by 89 points.
The victory was the Tigers second premiership in three years.
Cyclist Alexander Evans was nominated for his efforts as the highest-placed Australian in the Tour de I'Avenir, the under-23 version of the Tour de France. Evans finished the gruelling event in 21st position as part of a six-rider squad selected by Cycling Australia.
Highlights included victory in the eighth of the 10-stage classic and being runner-up for the King of the Mountains jersey.
Fellow cyclist and reigning Cyril Michelsen Trust Fund recipient Patrick Eddy was nominated for his first UCI World Road Race Championships performance in England by being 21st in the 144km road race and 19th in the time trial for the under-19 class.
Cricketer Tayla Vlaeminck played a starring role in Australia's attack during its recent Twenty20 and one-day international campaign in the West Indies.
Vlaeminck took her second wicket at ODI international level in a big win in Antigua. She claimed 1-13 off 3.3 overs. Australia won all three ODI matches.
Golden Square's gun onballer/forward Adam Baird earned the Michelsen Medal as fairest and best in the Bendigo Bank Bendigo Football Netball League's senior footy action.
