Rural water users have received 100 per cent of their water allocation from Coliban Water due to average rainfall during winter and early spring.
More than 1300 rural licence holders take supplies from Coliban Water's system.
Coliban Water's regional liveability manager Steve Healy said infrastructure tampering was theft, but also affected other customers ability to receive their flow rates.
"Unfortunately we have identified instances where connection infrastructure has been tampered with to enhance the flowrate being received by the customer," Mr Healy said.
Mr Healy said it was the ninth year in a row Coliban Water had opened the season with 100 per cent allocation for raw and recycled water customers.
He said staff and contractors had prepared for the upcoming rural season with a number of maintenance projects.
