The shire is the final council to consider the submission with nine other councils in the region - collectively known as the Loddon Mallee Group of Councls - already endorsing the joint submission.
City of Greater Bendigo, Buloke Shire, Campaspe Shire, Gannawarra Shire, Loddon Shire, Macedon Ranges Shire, Mildura Rural City, Mount Alexander Shire and Swan Hill Rural City are the other councils on the joint submission.
The submission outlines the 10 councils' concerns regarding the impact of aged care reforms on the quality of care in rural and regional shires.
It also advocates for new policy and funding mechanisms to help ensure quality, fair and equitable services in the Loddon Mallee region.
A significant concern in the submission is the ability for rural and regional communities to be able to afford and access high quality support services in the "current and emerging reform environment".
It proposed financial assistance to help ease the burden for small and medium councils where "ongoing viability and cost to council require transition out of service delivery arrangements".
The Royal Commission into aged acre quality and safety was established in October, 2018.
As off September, 2019, more than 6200 submissions had been submitted to the royal commission.
Melbourne hearings were held from September 9 to 11. The next Melbourne hearings are set for October 7 to 11 and 14 to 18 and will focus on diversity in aged care and the aged care workforce.
