The city is honing down potential sites to rezone to industrial land, as part of its industrial land strategy.
It received $60,000 from the Victorian Planning Authority to look at infrastructure requirements such as water and sewerage on potential sites.
Regional sustainable development manager Trevor Budge said the city was looking to create a business park, like Ballarat and Wodonga had.
Mr Budge said this would allow Bendigo to be in the running for development opportunities it may be missing out on, because of a lack of appropriately zoned land.
Bendigo's primary industries were manufacturing, warehousing, storage, transfer and food processing, Mr Budge said.
"We've had quite a number of enquiries, and some have led to developments in terms of warehousing and storage," he said.
"At the moment there are very few sites and generally land is expensive because it's in short supply."
Mr Budge said the city was still talking to a range of landholders.
