A man has threatened to harm himself outside Victoria's Parliament House, sparking a major police operation.

The 25-year-old pulled up outside the parliament building in Melbourne's CBD about 3pm on Thursday with a fuel canister in his car, police said.
Officers swarmed the area and blocked traffic along Spring Street before wrestling the Sunshine man from the vehicle.
"He's parked the car and was approached, was uncooperative with police, at which point (the Critical Incident Response Team) has become involved," Acting Sergeant Brooke Willis told reporters.
"There's absolutely no danger to parliament members or the public and it is not terrorist related."
The man was not injured during the arrest and has been taken to hospital for a mental health assessment. No charges have been laid.
Spring Street has since re-opened to traffic.
