The Civil Aviation Safety Authority wants to know whether any rules were breached, spokesperson Peter Gibson said.
"It is early days. we obviously got copy of the video and are gathering other information," he said.
"We haven't really reached any judgement on whether they breaches the rules, and if so, what those rules might be."
A group of friends spent two years building the drone, which they tested several weeks ago at the Upper Coliban Reservoir, near Kyneton.
The video shows a masked pilot navigating the drone from the shore line. Stuntman Sam Foreman sits in a chair tied beneath the drone.
"I think, when you watch the video it's clear that on one level it's amusing, but there are things that potentially could have gone wrong. That's what we have got to look at," Mr Gibson said.
