The Victorian Electoral Commission has conducted a review of the council in accordance with the Local Government Act 1989, which says the VEC must conduct an electoral representation review of each local council in Victoria at least before every third council general election.
Information sessions and a month-long public submission period began in June with the community asked to consider the number of councillors and whether the council should remain subdivided into wards.
Six preliminary submissions were received and considered in the VEC's preliminary report.
A preliminary report containing two options for the structure of the consider the number of councillors and whether the council should remain subdivided into wards.
The first option would see council retain it's current structure with seven councillors elected to three wards made up of two two-councillor wards (Lower Avoca and Mallee) and one three-councillor ward (Mount Jeffcott)
The second option would see seven councillors elected from an unsubdivided electoral structure.
Both options will see the Buloke Shire retain seven councillor positions.
Buloke Shire residents now have until September 4 to respond to the options. Submissions must be made to the VEC by 5pm.
A public hearing will be held at 5pm on September 12 at the Buloke Shire Council offices in Wycheproof where anyone who has requested to speak in support of their submission can have their say. If there are no requests to speak, the hearing will not be held.
Electoral commissioner Warwick Gately encouraged community members to get involved in reviewing the report.
"We want to ensure all voters are represented in a fair and equitable way, so now's the time to speak up," Mr Gately said.
"You have one month to consider the options and make your submission supporting or opposing the options."
