Babylon Lounge and Garden Bar opens this weekend co-manager Thomas Prince said the variety of what a lot of late-night venues are delivering to patrons isn't appealing to large parts of the community.
"Patronage across the nights has changed and is dropping dramatically," he said.
"So (Babylon) is turning to trying to service patrons and find out what the gap is between the nightclub scene and why people stay at home and drink.
"We feel (Babylon) is bang in the middle and can service both of those groups and bring people back to the CBD."
Co-owners Brooke and Dallas Heard have been in the Bendigo hospitality industry for many years and, along with Mr Prince, been working to bring Babylon to Bendigo for two years.
"For Dallas and Brooke this is a labour of love," Mr Prince said. "They have had the property for six years and it's been matter of time in waiting for leases to run out and finding the best time to strike.
"It's been two years in making but the physical work took about eight or nine months.
"Like everyone else involved, we're itching and ready to go."
Located a 94 Pall Mall, Babylon is a small venue that features a lounge in the front of the building and a garden bar in the rear.
It is a welcome addition to the night-life area of the CBD which saw both Black Swan close in 2017 and Universal put up for sale in 2018 respectively.
"With venues closing, we're getting a great response about something new and fresh opening," Mr Prince said.
"It certainly will be interesting to see what happens with those spaces."

Handle Bar in Mitchell Street opened in 2016 and has grown to become one of the most popular nightlife venues in the CBD.
"We've got some of those feelings and elements but are hoping to take next step," Mr Prince said.
"People have been asking what we're similar to in Bendigo but I don't feel like we are (similar to anything. We're more of a Melbourne-style bar that does a lot of different little things and satisfies a lot of people.
"We just wanted to provide a space where people can enjoy themselves."
