The new vouchers will only be able to be used for recyclable and recoverable materials, mayor Adrian Weston said.
All non-recyclables taken to the shire's transfer stations from 24 October will be attract a charge.
Vouchers can be used for items like garden organics, mattresses, tyres, couches, refrigerators and air conditioners.
