Brett Atkinson, 25, appeared in the Bendigo Magistrates' Court by video link on Tuesday and pleaded guilty to intentionally causing injury.
The former Echuca resident is currently in Port Phillip Prison, serving an 18-month sentence.
The court heard Atkinson and the victim were leaning against the balustrade of the walkway outside their cells in August last year talking.
After a couple of minutes the victim and Atkinson returned to their cells, then the victim returned.
Atkinson came out of his cell with a pen and moved quickly towards the victim, before striking him in the eye.

The victim was taken to the Royal Victorian Eye and Ear Hospital, where it was found he had suffered a laceration to his eye.
Defence lawyer Robert Timms said his client was sentenced to his original 18-month prison term in May last year.
It carried a non-parole period of nine months, but Atkinson was not granted parole after the stabbing incident.
Taking into account pre-sentence detention, he was due for release on that sentence in August.
"He won't be getting out in August... Not for an offence of this nature," magistrate John Bentley said.
Atkinson was sentenced to four months' imprisonment for the attack on the fellow inmate, to begin yesterday and run partly concurrently with his original sentence.
That means his earliest date of release is now in October.
