Drew Richards applied for bail in the Bendigo Magistrates' Court on Monday.
Police told the court they attempted to intercept the vehicle the 28-year-old was driving about 10.22pm on Saturday at Nolan Street.
Prosecutor Senior Constable Mick Arnott said the vehicle went through a red traffic light at the intersection of Nolan and Lucan streets and was tracked by a police helicopter.
The court heard Richards attempted to hide from police in the car park of the Rising Sun Hotel, before speeding away.
The chase led into Strathdale, where police said the vehicle Richards was driving was clocked travelling at more than 120 kilometres an hour.
Police said the vehicle was speeding about 150 - 200 kilometres an hour at one stage, near Strathfieldsaye.
Senior Constable Arnott said the vehicle entered a property on Strathfieldsaye Road, without the owner's permission.
It was there, he said, that Richards climbed onto the roof.
Police said a sample of the accused's oral fluid tested positive to drugs.
A search of the vehicle revealed 8.6 grams of a crystallised substance believed to be methamphetamine, along with a handwritten notebook with entries relating to trafficking a drug of dependence.
Police said Richards was on bail at the time.
Magistrate Sarah Leighfield said the offending before the court was very serious.
She said the prosecution's case would likely be strong, as the police helicopter had followed much of the movement and police radar had been used to gauge speed.
Ms Leighfield said Richards needed to provide a compelling reason why he should receive bail.
"It has got to be a forceful reason," she said.
"As things currently stand, you haven't got that."
Richards told the court he had a job at Phillip Island and a home in the Melbourne suburb of Pascoe Vale, which he was renting with his partner and a housemate.
Police said Richards posed an unreasonable risk of offending and of failing to attend court if he was given bail.
He was remanded to appear in the Bendigo Magistrates' Court on July 18.
