The man was 28 years old when police pulled him over in High Street, Kangaroo Flat last August for a routine check.
The man held a suspended probationary licence, the car's registration was suspended, and there were no P-plates displayed.
The man said he had no reason for not displaying the plates, but told police he did not know his licence was suspended nor that the car was unregistered.

Defence lawyer Robert Timms told the Bendigo Magistrates' Court the man had purchased the vehicle a fortnight prior, but the previous owner had not transferred registration.
The court heard the man's licence was suspended for speeding, but he had regained it.
Mr Timms said the man needed his licence to get to work.
Magistrate Patrick Southey said he took into account the man's guilty plea to the charges, but warned him he needed to take his responsibilities more seriously.
