They just need to know which ministers to approach, City of Greater Bendigo CEO Craig Niemann says.
Labor promised funding for both projects during the election campaign, along with nearly $25 million for other projects in and on the edge of the electorate.
The Liberals did not promise any Bendigo-specific funds.
The $400,000 Labor pledged for Maiden Gully, Epsom and Strathfieldsaye was now a "lost opportunity", Mr Niemann said.
"But we will continue to pursue investment with the government," he said.
People in Maiden Gully had been pushing the council for better footpaths for nearly a decade, resident Anna Keogh said.
She said the main concerns were safety and getting to the suburb's business district easily.

"Maiden Gully is one of the region's high growth areas. It doesn't make any sense to encourage people to build and raise families in areas that just don't meet those needs," Mrs Keogh said.
"We have a transport network that services the area quite well but the access to the bus times are not always adequate for an ageing population, or parents with prams."
Mr Nieman, who agreed people in Maiden Gully needed better footpaths, said the council would keep working with Labor member Lisa Chesters to find money.
"It's a result that means we head down a different direction and we will do our best in Canberra to get as much money as we can," he said.
Incoming governments often looked to fund the election projects they had promised first, so it was important the council put its best case forward and work hard, Mr Niemann said.
"If we need to update the airport to accommodate larger planes and introduce security, then yes, we will have to work on that pretty quickly," Mr Niemann said.
"We would like to get moving, obviously, but we need to understand what the funding programs are going to be, under the new government. Then we need to target them as quickly as we possibly can."
