Heathcote officers saw the man's Ford ute driving at speed on the McIvor Highway and used a mobile radar to determine his speed.
They then tracked the ute along the highway - a distinctive fault with the taillight allowing them to keep an eye on it - to Axedale, where they pulled it over.
The Sunbury driver is expected to be charged on summons with driving at a dangerous speeding, exceeding the speed limit, careless driving and using an unregistered vehicle.
His ute was impounded and he faces towing costs of more than $900.
