The Hargreaves Street multi-storey car park will undergo a $320,000 transformation after Easter.
The major project will include a Changing Place facility - a secure, fully accessible public toilet for people with severe disabilities. It is expected to be completed by August.
As well as a toilet the Changing Place facility will include an overhead ceiling hoist, height adjustable adult change table, privacy curtain, additional seating and a safe and clean environment.
City of Greater Bendigo manager of community partnerships Steven Abbott said the Changing Place facility was a response to community needs.
"We ran a survey a couple years ago asking where one should be built and the city centre was number one by a fair way," he said.
"We are very much wanting to incorporate universal access (to these types of facilities).
"Gurri Wanyarra, has one and we are look to explore other sites that could accommodate (a Changing Place) that can be co-located with other amenities."
The renovation will also upgrade the existing public toilet facilities at the Hargreaves Street car park as part of the Greater Bendigo Public Toilet Strategy.
"In addition to the Changing Place, it was important that we upgrade the current facilities," Mr Abbott said.
"We're trying to make the city more accessible and want to be welcoming to everyone and make sure (Bendigo is) as livable as it can be."
When completed the new Changing Place will be available 24 hours, seven days a week to holders of a Master Locksmiths Access Key.
The MLAK system is fitted to elevators at railway stations, accessible public toilets in Council areas and National Parks across Australia and on items of play equipment like the Liberty Swing at Strathdale Park.
People with disability can purchase a MLAK master key which will open all public facilities fitted with this specially designed lock.
The car park will remain fully operational during the works but the public toilets will be closed. People are advised to access public toilets located at the nearby Bendigo Library and Hargreaves Mall during this time.
The project is being funded by the City of Greater Bendigo and the Victorian Government.
