The Echuca man has been charged with negligently causing serious injury, failing to remain at the scene of a collision and render assistance and dangerous driving causing serious injury.
Major Collision Investigation Unit detectives arrested the man in Echuca on Tuesday morning regarding the collision, which was on a walking track between McKenzie Street and Campaspe Esplanade.
The 39-year-old victim remains in hospital in a serious condition.
The 23-year-old man will face an out of sessions court hearing on Tuesday night.
