Mr Schwenke resigned on Friday due to personal reasons.
The board will meet in the morning to discuss arrangements for Mr Schwenke's replacement and for interim leadership.
Bendigo Kangan Institute board chair Peter Harmsworth said he had never met a person more passionate about TAFE and training than Mr Schwenke.
He said the former chief executive officer was well regarded, both within the organisation and in the broader industry.
Mr Harmsworth said Mr Schwenke was the driver behind reforms to the courses offered to students across the TAFE's 10 campuses, as well as a complete review.
Other areas of leadership included international education.
Mr Harmsworth said Mr Schwenke led a number of delegations to South East Asia.
"You never like losing people," the board chair said.
The board wished Mr Schwenke well in his future endeavours.
