Police say it was the best possible outcome for the two car crash.
An infringement notice will be issued for failure to give way.
The crash took place at the intersection of Anderson Street and Fenton Street, near St Peter's Primary School.
The scene has been cleared, and the road is due to open at 9am.
Police, ambulance and CFA attended the scene.
