Nicolas Franchina, 24, pleaded guilty to the October 2018 incident in the Bendigo Magistrates' Court on Thursday.
The court heard a police radar detected Francina driving at an alleged speed of 149 km/h on the McIvor Highway at Axedale, in a 100 km/h zone.
Police intercepted the probationary licence holder and impounded his car for 30 days.
Magistrate Patrick Southey noted Franchina lost his licence in 2015 for speeding.
"It's a shame you didn't learn your lesson from 2015," Mr Southey said.
But Franchina assured the magistrate he had learnt it this time.
Mr Southey convicted Franchina, fined him $500 and suspended his licence for 12 months.
Franchina was also ordered to undertake a safe driving program.
