The council voted in Cr Stewart at a statutory meeting at Wycheproof on Wednesday night.
Cr Daryl Warren was returned as deputy mayor and was the sole nominee. Former mayor David Pollard did not re-contest for the mayoral role.
Council’s chief executive Anthony Judd congratulated Cr Stewart on her appointment.
“I’m really looking forward to working Carolyn; we have a busy 12 months ahead,” he said.
“David decided not to re-contest as he was very busy with his work outside of council. He was able to achieve so much during the last 12 months.”
Cr Stewart was elected top the council in 2016. This will be her first term as mayor.
