In good years, water flowing down the Murray River meets everyone’s needs with a bit in reserve. Either side of those years are the floods when there’s more than enough water around or droughts when all water users have to cope with less. That’s the nature of the Murray–Darling Basin—extreme variability that is notoriously difficult to predict.
