The woman managed to escape Daniel Mongan, 39, by fleeing to a neighbour’s house with her feet still bound while screaming “Dan is going to kill me”.

Mongan was recently denied bail in the Supreme Court in Melbourne in relation to the alleged offending which occurred on July 24.

Mongan – who has acted as the vice-president of the Kyabram P-12 College – launched the alleged attack just over a week after he completed a Men’s Behavioural Change program.

The court heard Mongan was seen tampering with a CCTV camera, forcing it to face away from the back door of the Kyabram house, at 2.50pm – about 20 minutes before the victim arrived home.

He then allegedly grabbed her from behind when she tried to enter the house and made repeated attempts to gaffer tape her mouth. Mongan allegedly threw her to the ground and dragged her inside, binding her hands and feet.

He allegedly told the woman “I will probably kill you and then I will go and kill your family”. A pair of ear plugs, an eye mask and a roll of duct tape fell from his jumper during the alleged attack, and he had a length of rope tied around his waist.

Witnesses became aware of the incident, allowing the victim to escape where she screamed for help in front of the house and managed to reach the next door neighbour, and police were called.

Mongan was arrested but refused to comment on the alleged offending, and instead “made a number of statements indicative of his ill-feeling towards the complainant”, the court was told.

The victim provided a letter to the court outlining her fear that Mongan would kill her if released on bail.

At the time of his arrest, he was employed as a casual relief teacher at Kyabram P-12 – where he has worked for three years.

In his bail application, Mongan argued that his “excellent previous character” and employment opportunities made bail appropriate.

Justice Andrew Tinney found that Mongan “has fallen well short” of being eligible for bail.

“He threatened her most graphically and frighteningly as she was so bound and helpless,” he said.

Mongan was remanded in custody to appear at a one-day committal hearing on May 31.
