The Borchelli Ristorante owner is reopening the High Street pub, four months after it suddenly shut its doors.
Mr Lock said he was seeking to create something new and different for the hotel.
“What was there previously hadn’t worked,” he said.
“I’m bringing restaurant-quality food and wine to a hotel.”
He said patrons should expect an extensive premium wine list and a modern Australian menu showcasing local produce.
“We’ll also do traditional pub food very well,” Mr Lock said.
The hotel is expected to open on November 13 and to trade seven days a week, sustaining 12 full-time equivalent jobs.
Mr Lock said his plans for the hotel could be described as a restaurant in a different setting.
He believed there was high demand for such a venue in Bendigo.
“People just want good food and friendly service,” Mr Lock said.
The Golden Square Hotel closed during the last week of June.
A printed notice affixed to the door advised patrons the pub had been placed in ‘an untenable position’ and had closed indefinitely.
