The festival has been created in memory of local arts leader Hugh Waller is on until October 28.
Co-organiser Tony Day said Mr Waller helped to bring artists together through the BendArts Facebook page.
“He saw the vision that (BendArts) was needed,” Mr Day said. “There was nothing like a connective forum for people to come show work, promote shows, put forward ideas or ask for advice.
“It was groundbreaking for Bendigo and really opened up the connectedness between so many artists.”
The festival will also introduce the Waller Award – a memorial art prize named for the BendArts founder.
An exhibition of the 20 finalists for the Waller Award will open at Trades Hall in View Street on Saturday and Sunday and from October 26 to 28 between 10am and 4pm. More than 70 artists entered work in the award.
As part of the BendArts Festival, the La Trobe Art Institute will host two exhibitions – Chart Form and Artivisms Now – as well as a professional development day for young arts on October 24.
A fashion show featuring The Institute of Imperfection will be held on the first floor of the Beehive Building on October 26 from 7pm.
